Friday\, September 16\, 6:30 pm Rescheduled from April 7 \nChina’s road and belt initiative now stretches through more than forty African countries in the form of loans\, largely for infrastructure. Since 2000\, these loans exceeded $150 billion. In addition\, direct investments have been made by an estimated 10\,000 private Chinese companies engaged in mining\, manufacturing\, trade and other services. Altogether\, the numbers of Chinese employees in Africa and African jobs created by Chinese projects and companies number in the hundreds of thousands. China has become Africa’s largest trade partner and largest source of military arms. \nDeborah Brautigam and David Dollar (’21) will discuss whether there are causes for concern about China’s expansive involvements in Africa and other relevant questions. Is it creating a debt trap? Are too many of Africa’s natural resources serving as collateral for China’s loans? Is the lack of political and other conditionality on China’s financing promoting corruption and poor governance? Is China cornering the market for certain scarce and valuable resources such as cobalt? Are Chinese military and naval bases in Africa in the offing? Is a “great game” between the superpowers coming to Africa? \nBrautigam is a professor of international political economy and director of the China Africa Research Initiative at the Johns Hopkins School of Advanced International Studies. She has published two books and many articles about China in Africa. \nDollar is a senior fellow in the John L. Thornton China Center at the Brookings Institution. DESCRIPTION:  \nECONOMICS & LEGAL AFFAIRS GROUPS/PROGRAM COMMITTEE \nThe End of Roe Tuesday\, August 30\, 6:30 pm \nAttorney Nicholas Fels (’19) and physician Raymond Scalettar (’91) will summarize the majority opinion in Dobbs vs Jackson Women’s Health Organization and its underlying rationale\, as well as those of each of the two separate concurrences and of the dissent. They will describe the implications of the decision for other constitutional rights recognized by the Supreme Court\, such as the rights to privacy and to same-sex marriage. \nThe pair will address broader issues – previously less addressed in the media: the intrusion by government into reproductive health\, its effect on the doctor-patient relationship\, potential HIPAA violations and Dobbs implications\, as viewed by major medical organizations and practitioners\, for medical ethics and public health. They will also deal with Dobbs far-reaching economic consequences and likely exacerbation of social inequities. \nFels\, a retired partner in the law firm of Covington & Burling LLP\, sits on the boards of Lawyers Defending American Democracy and DC Appleseed Center\, of which he is a co-founder and past chair. He holds a BA and JD from Harvard and an MA from UC Berkeley. After law school and before joining Covington\, he clerked for John Minor Wisdom on the US Court of Appeals for the Fifth Circuit and worked as a legal-aid lawyer in Alhambra\, CA. \nScalettar\, a clinical emeritus professor of medicine\, GWU Medical Center\, has had a lifelong interest in the socio-economics of healthcare and its impact on under-served populations. He pursued these initiatives as president and chair of the board of the DC Medical Society and as a member and past chair of the board of trustees of the American Medical Association (AMA). The AMA has been active on issues of reproductive health and the consequences of overturning Roe v. DESCRIPTION:CIVIL WAR GROUP \nRe-interpreting Richmond’s Civil War Past Friday\, August 19\, 12 pm EDT \nNowhere has the challenge of coming to terms with our Civil War past been more compelling than in Richmond\, VA\, the capital of the Confederacy. All statues on the city’s Monument Avenue have come down. What next? \nIn discussing how Richmond’s American Civil War Museum has responded to this challenge\, Chris Graham will share insights derived from his work as curator of exhibits. He’ll explain how “historical imagination” – with context and meanings shifting over the decades – has shaped our understanding of the past. And he’ll describe how current displays at his museum and elsewhere have the power to influence our collective futures. \nPrior to coming to the museum\, Graham taught history and museum studies at UNC\, Greensboro. He is the author of the forthcoming book Blind Spots: The Racial Reckoning of a Southern Church. The museum itself is a multi-site operation\, based on a merger less than a decade ago. It now operates three facilities\, one in Appomattox\, VA\, and two in Richmond: the Museum of the Confederacy in the former Confederate White House and a central structure at what once was the Tredegar Iron Works. \nRodney A. DESCRIPTION:PROGRAM COMMITTEE Cruising with the Club \nParis – Three Perfect Days Thursday\, August 18\, 4 pm \nOf all the world capitals\, Paris is unquestionably the most elegant. Its attractive mélange of haute couture and top-end cuisine\, spectacular art collections and architectural spectacles\, Gothic churches and romantic cafes\, makes it justifiably the most visited city in the world. \nFew capital cities have so many world-class museums\, majestic monuments and lovely gardens sprinkled within so many beautiful and charming neighborhoods. Few can rival such great landmarks as Napoleon’s monumental arch\, Eiffel’s magnificent tower or Louis IX’s breathtakingly beautiful private chapel. \nOn our first day\, come for a stroll down the Champs-Elysee\, through the Place de la Concorde\, into the Jardin des Tuileries and an afternoon visit to the Louvre. On our second day\, wander the Left Bank\, stopping in at the Musee de Cluny\, the Musee Rodin and Les Invalides. On our third day\, explore the Right Bank and the Palais Garnier\, Musee Picasso and the Place des Voges.
